1681 'THE IMPARTIAL PROTEFTANT MERCURY' NEWSPAPER WITH ANNOUNCEMENT BY WILLIAM DOCKWRA THAT ALL LETTERS WILL BE REGISTERED. A fine printed single sheet of 'The Impartial Proteftant Mercury' 'From Tuefday 11. to Friday October 14. 1681.' announcing 'Whereas the Undertakers do think themfelves accomptable to all Perfons for the fafe and feafonable delivery of Poft-Letters, to the General Poft-Houfe in Lombard-Ftreet... it would be therefore injurious to the Publick as to themfelves, fhould they permit any of their Receivers to take in Poft-Letters without accounting to them for the fame...the Undertakers having directed the Regiftering of all Poft-Letters attefted under the hand of the Conveyor...'. William Dockwra opened his London Penny Post end of March 1680 this very important and original document confirms the subsequent registration of all Poft-Letters. (Ref 141684).
