1790 MAIL TO LONDON WITH CIRCULAR 'PENNY POST NOT PAID/W' HAND STAMP OF WESTMINSTER (L394). A good large part wrapper addressed to 'His Grace, The Duke of Bedford, Bloomsbury Square, London' sent free mail and on front good to fine strike of the circular hand stamp 'PENNY POST NOT PAID/W' used at the Westminster office and applied to unpaid letters transferred from the General or Foreign Posts to the Government Penny Post.
