Printed letter from Manchester to Bingley in Yorks with enclosed 'Tracing Cloth' sample sent at reduced ½d rate with ½d green (SG164) cancelled 'MANCHESTER/498' duplex OC 29 83. Evidently wrapper was sealed and therefore charged 1d letter rate with very fine strike 'Closed contrary/to regulations/498' instructional hand stamp. (Ref 134298).
